i would say fan full of dirt,if the computor is very old i would replace power supply, or you can probabely get away with replaceing the fan

Everything is brand new.. At first I had no power so I repaced power supply. Now lights come on, fan comes on for a second. I then either get hi-low tone or nothing at all.

Pull the heatsink off and ensure that you have the protective covering removed from the bottom of the heatsink.
Hope this helps.

Checked bottom of CPU , all clear. After numerous times of off and on, the fan comes on for 2-3 sec. it beeps once as it stops again..
