Is there a microphone attached to the sound card?
You could be getting a signal leak. But, I'd check the IRQ assignments first. Some soundcards don't like to share them with other devices.
Try moving the card to another pci slot.
If all fails, I'd get another sound card.

Note when the sound is occurring.
Access the Control panel:
Start/Settings/Control panel
In here, double click on Sounds or Sounds and Mulitmedia icon. In the Sounds tab, you will a certain sound associated wiht certain events. Find the event that is causing the sound and disable the sound by deleting the name in the Name: box or asscoiate it with another sound by choosing the Browse button next to the Name: box. You can also choose Scheme: and select Windows Default or other scheme that may be isntalled in your system. This will cause a complete resetting or rearrangment of all sound associations.
Hope this helps.
