He should be able to print from his computer anytime he wants to without me having to allow him

You need to set up an account for him on your computer, giving him access to that printer.

Open control panel, open user accounts, click on add and follow the prompts. (set him up with limited rights, this will restrict what he can/can't do on your system). Open the printer properties panel and add his new account to the permissions page. Your son should then be able to map to that printer and print under his name and login.
Hopefully I didn't miss anything.

You lost me at this statement, Open the printer properties panel and add his new account to the permissions page. Your son should then be able to map to that printer and print under his name and login.
Also what you are explaining should be done on my computer or my sons

Sorry, you need to do it on your system. Right click on your printer icon and select properties (it's the last one on the list). When that opens there will be a tab that says security, click on it, and add your son's name to that list (That should be the name of the new user you just set up).
After that go onto his system, click start/printer, if the printer isn't listed, then install it, if it is click it and you should get a login popup box, input the user name and password of the account you just set up on your system. Your son should now be able to print.
