Can't empty Recycle Bin on Windows 2003

I'm have some problem about my Windows 2003 Server, I can't delete recycle bin and it nohave something too. When I click empty recycle bin, it shows error as below picture. I try many solution for this problem but it not successful,

and can't to delete in saftmode <<<<< It not work.

This my computerSpec:-
HP ProLiant ML150
Intel(R) Xeon(TM) CPU 2.80GHz
2.80 GHz, 1 GB of RAM

I am not sure if this will work on Windows Server 2003 but it does work on XP. Go here (http://www.optimumx.com/download/) and download and run Empty Recycle Bin v1.00 (EmptyRecycleBin.exe). You may need to do this a couple of times.

Reboot and let us know if it helped.

It not work and same error shows.

Can you actually see that file in your Recycle Bin? Also, have you tried sending another file to the Recycle Bin and trying to empty it now?
