Internet Explorer takes forever to open and will not function

On my desktop computer, internet explorer takes forever to load, and then goes to a website that is not the default. When I try to type in a new URL, it shows to be loading but gets stuck and never finishes. All other applications that access the internet work ok. example AIM work s fine. I ran a virus check(Symantic antivirus) and there are not any viruses identified. Would uninstalling and reinstalling internet explorer help? Where can I download it to save to a CD to reinstall on my desktop?
