If you want people to connect to your PC then you can use Remote Desktop where the user can login to your PC.

If you have TV software then they will be able to use it.

The other option is to broadcast TV with a media streamer/server.
Pinnacle and netgear have several types of products

however, you need to be aware that letting someone use your cable services from another location via computer could be considered thief of services by the cable company. Its the same as letting someone run a cable wire from your home to theirs without paying for cable services.

Remote Desktop is the best choice but unfortunately you need Windows XP Professional
to have someone *call you* (receive a Remote Desktop request).
Windows XP Home can just call out, it can't receive.

Start
Run...
type conf click OK

fill in
First: fake
Last: name
email: this@that.com
click Next(button)

Keep clicking the Next(button)s and don't change anything.
Netmeeting starts.

The reason "fake name" and "this@that.com" is because Netmeeting connects
over the Internet so you don't want to be having any real information in there
just in case.

Pinnacle are more for streaming media, e.g. home media server software.
You could see if they allow it to broadcast to an IP address.

If you want people to access your PC then you need Remote Desktop software e.g. RDC or VNC

If you want to broadcast TV over an IP or browser then look for media servers

I put media server into google

you will need a fast connection either way.
When you connect via RDC then all the screen data from your PC is sent over the net to their PC

If they have a slow connection then it will be a slow transfer. This will effect video.

VNC products specifically have options to disable screen graphics & effects to bypass this.
