I just wanted to ask you guys if what is the best VoIP provider that you know? Mind citing a few? And I've heard that you can really save money when making calls with it. Is this true? Any answers would be greatly appreciated. Thanks.

A friend of mine used to use SunRocket (http://www.sunrocket.com/), thought they were pretty good.

I am not sure if right now would be a good time to consider subscribing to a voip network. Vonage is having legal problems pertaining to patents It is supposed to be one of largest and better ones. However, if they do end up losing the patent case, I wonder if the others will be next.

I am trying out skype right now.
I bought $10 credit and tried a couple of calls and they
were very clear.
No echos like others I tried.
They have a deal where people in the US and canada can
get unlimited calling to the US and Canada for $29.95.
According to what I have seen on the forums they seem to
have some billing and support problems to work out yet.

Those big time VoIP providers like Vonage, sunrocket, ventrillo, what have you, doesn't really affect me that much since i'm on dial up. would you know any VoIP provider where their services work on dial up?

Any viop can be flakey on dialup due to packet delay.
Download and install skype.
Run the skype test call to make sure your mic is setup OK.
Then you can make one free call to a phone and see how it works.
It will give you an idea of how it will work for you.
