Say from my stereo i connect a cable to my laptop (normal headphone type ones). How can i record whats coming in? what program could i use?

Sound cards usually ship with a wave editor.
So do most burning suites

Audacity is a free recorder.

Windows Sound recorder :)
GoldWave is my favourite (I have full version but you can get shareware with nags)
Audacity (as Degs mentions above) is also good.
