Cant get an IP address :(

I bought a belkin wireless card F5D7050 for my new office.

I have it set up correction to the best of my knowledge and according to Belkin.

I have a full signal from the router but I can not get to the internet because it wont set an IP address. any ideas on what i can do?

I have already exchanged it so it has to be on my end somewhere. Also we have a laptop in the office that is working via a wireless card.

It is an unsecured network atm.

Figuring there's no WEP or mac filtering going on with the router, go to a command prompt on your computer and type in ipconfig /release and press <enter>, then type ipconfig /renew and press the <enter> key again.
Does it now pull a valid address?

I tried ipconfig /release and then ipconfig /renew and got this error

No operation can be performed on local area connection 2 while it has its media disconnected.

An error has occurred while renewing interface Wireless Network Connection 6: unable to contact your DHCP server. Request has timed out.
