Bypassing firewalls

I am trying to bypass a second firewall. I tried disabling the windows firewall and found out there is a second set up by my network. Is there anyway to bypass or disable this firewall? I know there is a command for it in the control panel I just don't know where. Any help would be appreciated.

You need to contact the administrator for the firewall and request the changes.
