outlook express "save as"

I used to be able to compose a message and "save as" to my desktop.
When I opened the message to send (I open and send multiple times) the
message would come up ready to go, with the recipients field showing,
etc. Now it comes up as if I received it and I can only forward it,
after I remove the header info. Does anyone know why this has
happened?
