is there any way i can rent of buy or make my own server for very little money i have looked around and can't find any in my price range.

Try get a sponsor. I mate of mine used to do website work for a Web hosting company, and they sponsored us for a ranked server, Though we had to pretty much have their ads over the Mani mod.. - This was Day Of Defeat Source btw..
Just e-mail the companies and ask. A while ago a group of us held an online tournament and the people at Netwars (australian gaming servers) and skankyflat/gamers (NZ gaming servers) provided free servers for use of the tournament. I'm sure if you had something to offer, You could get them at a reduced cost or sponsored.
