Who do they think they are trying to tell someone WHERE THEY USE THIER CELL PHONE??
They are the people that own the network. You are at their beck and call if you want to use their hardware and bandwidth. The trick for the operators is to maintain the cartel by no one single supplier breaking ranks from the restrictive practices they all employ.
It's like the old fair use argument with internet access.
