i have a saved bitmap screenshot of my screen which shows my avg virus vault that i would like to post and find out more info on.

there is a image button that i click on in the post new topic box, but a url box pops up and the pic is saved on my pc, not the web.

You need to put the picture on one of the free sites like Photobucket (http://photobucket.com/) (there are others).

Then paste the URL to the picture in the box that pops up.

I've been using the one Dammit (http://www.cybertechhelp.com/forums/showthread.php?t=156604&highlight=cracks+me+up) posted about awhile back, YesAlbum. It's a good free one, also. (Man, these freebies are getting scarce!)
