How do I determine the preformance (CPU usage) in vista? I can't get task mamager to come up using control-alt-delete.

Will Task Manager open if you right click an empty space on the Taskbar and left click Task Manager?

you can also use a cpu monitor gadget from the standard gadgets gallery

When you press CTRL+ALT+DEL and menu appears asking you various options.
The last thing on the menu says 'Start Task Manager'
