i just got a new motherboard because my old one fried the new one is socket 478 biostar motherboard, i hooked everything up properly(i hope) then i boot it and it takes me to a black screen with info like my chipset, hard drive etc and i get a few options to continue, F1=continue ,del=bios, f8 and f9 for system stuff i dont remeber correct but only del and f1 work, and i dont know what to do with bios and when i do continue it just reboots, what should i do

If your new motherboard is not the exact same as your old one Vista will not operate. If you installed a different motherboard you'll need to re-install Vista.

ok, i tried that but when i put the vista cd in nothing happens

You need to change the boot order in BIOS to make the cd drive the first boot device. Now try the Vista cd.
BTW, this will only work if you have an original cd. It won't work if it is a copy.
