Hey there.
I am interested in getting my own website (.com)
I do not know the best way of doing this. I see tons of companies offering "great deals" and discounts, all the companies offering me the same thing claiming to be better than the other. What site is good and good price?? AND after buying my url, I would need to design my site, how is the best way to do this, Im not great with this kind of thing so I need to someting very user friendly.

Most hosting and registrar services are basically the same. It all really comes down to price. Especially when registering a domain name.

As for designing.... your question is somewhat like "I want to rebuild the engine on my car, but I don't know anything. How do I do it?" Honestly, it takes knowledge and experience.

Depending upon what you want, you may consider hiring someone to create your site.

How much would that be, I just would want a VERY bassic site.

It depends on what specifically you're looking for a web site can range from a couple hundred dollars to several thousand.

Wow, My brother is good with HTML, if he can use HTML would I need to pay someone?

If anyone you know can write HTML then they can create a web site. Whether or not you need to pay your brother depends on how good you get along with him :)
