Bulletin Board.. scripts?

I'd like to have a bulletin board on my website.. like a guestbook kind of thing.. or a public blog type diddly. I would like to use .asp... i'm using a hostultra.com but they're cheapest subscription.. the MINI Pkg $20/yr. What would be the best way to do this, without using an outside source? I setup phpBB2 on mysite.. but thats not what i'm looking for. Any ideas? Thanks

Well if phpbb isn't what you are looking for can you be more specific about what it is you do want?
