I have atleast one hundred icons on my desktop. Seventy-five percent of them I use on a regular basis. Someone told me that if I remove most of th icons, it would improve Windows speed and efficiency. Would I be able to reinstall the program short cuts later on, if needed?

Desktop shortcuts don't affect performance in any way whatsoever.
They're just that: shortcuts.
The only thing that really matters is the number of applications starting up automatically as Windows starts.
That list needs to be kept as short as possible.

Yes, "reinstalling" the shortcuts would be as simple as right-clicking on the executable file and then choosing Send To>Desktop (create shortcut).
