help with my computer.!

ok i restore my computer with the cd restore that came with it works fine but i cant access usb or eternet so i cant go online my modem works fine but my internet provider says that the modem works they can see it in there system but no ip address ...how do i enable the drivers so my usb and eternet works.. when i try to hook up like a usb cable it dont read it..thanks

"Control Panel" - "System" - "Device Manager", check if you all of your drivers are successful installed , especially eternet card and usb controller. Make certain that no device with "Windows cannot initialize the device driver for this hardware. " or "Unknown"

ok went to device manager every thing works...but still cant access any usb or eternet... in the beging after the cd restore was complete it said something static boot need to be modify what dose that mean what do i do ? thanks
