Norton Toolbar

Alright, so Norton installs a tool bar in IE that you can't uninstall. However, it keeps crashing every IE window I have open when I close any.

Is there anyway to move it?

If it's IE7, you should have a shortcut to start IE without Add-ons, on your Start menu. For me: Start > All Programs > Accessories > System Tools > Internet Explorer (No Add-ons)

Then Tools > Internet Options
Click the Programs tab and the Manage Add-ons button

Find the item and Disable or Delete it.

Or, maybe there's an option within the Norton program that allows you to remove the tool bar from IE.

I'm still using IE6, but I'll try to find it within the Norton options (I had no luck last time).

As for the managing add-ons, it only allows me to disable it, which still causes crashing.

On my system (WinXP Pro and IE7) tool bars are added to IE's list in the Registry, at:
HLKM\Software\Microsoft\Internet Explorer\Toolbar

I have the McAfee SiteAdvisor Tool Bar listed there, along with "{EE5D279F-081B-4404-994D-C6B60AAEBA6D}" - which is the Epson Web-to-Page Tool bar.

If you have experience using the Registry Editor program, you can look to see if the Norton Tool Bar is listed there. I hesitate to tell you what to do, if you find it there, since I don't want you to mess up anything.

Conflict between addons is the main possibility for IE crashing. You should disable all addons of IE6 or IE7, then restart windows, load IE to see if IE crash again. If it still crash, then the problem may not due to addons, even norton's.
