strange problem with CD-R

I have an odd problem with trying to access photos on a CD-R. As soon as I put the CD-R in the drive, my pc slows down dramatically. When I click on "system properties" for my computer, it shows 984 Mhx when this particular CD is in the drive, as opposed to 2.19 Ghz when it is not. I don't know if this is relevant, but thought I'd mention it. This particular CD-R contains 224 photos, however when I try to access them by clicking "thumbnails", only 20 or so of the photos will open before it just stops responding. Any other CD or game runs fine, so I gather it's not the hardware. Any suggestions on what could be wrong? Thanks.

What are the specs of your PC? You have mentioned that the CPU is 2.19GHz but give us the RAM, Graphics Card, PSU, HD and OS. Doing this will help us give a more accurate answer.
