Website Menu Creation Programs

I am looking for a good, reliable and flexable Website Menu Creation Program, preferablely with a trial.

I am in sore need of something that will allow me to create good vertical/horizontal menus and be able to vary their design. I want to put it into a javascript file so that It will be easily updated with links as I need to across multiple pages.

Can anyone recomend any?

Didn't know there was such a program, anyway it sounds to me like you need/would be better off with using a php file... and is free....
