seriously,this li'l query on website creation and free-hostin has been a mystery fo me, ever since.....

for free, expect some free advertisements!

isp normally gives hosting space and have online templates, if they dont then search google as there are loads, but expect the site to be slower than most others, have a longer domain name, expect advertisements on your site and ample amount of storage...

its free though...

be prepare for advertisments, popups, the lack of features and the possibility of it going paid or shutting down at anytime. You have to put up with their rules whether you agree with them or not.

Finally, you may be able to get free space with your isp. Some isps will give space without any advertisments but there will be a serious lack of features.

To get a free hosing service, just go to their site and sign up for it. Some will have templates to help you setup your site others won't.

You can get free site templates online but you may have to do minor editing. Also free templates have been used by others so your site would look like thousands of others.

You can learn how to do your own coding by going to places like htmlite.com or by searching google. You can use software packages like dreamweaver and frontpage (no longer updated) to do the wysiwyg thing but you will have to do some simple coding for them to work in all browsers.

You can also do pages in Microsoft Word and other word like software but be prepare for some problems since they are not the best tools for webpages.

freewebs doesnt add advertisements or pop ups to your pages, not sure how much space you get
and also you could always use www.dot.tk to get a shorter and free domain :)

Most of the free hosts don't have support for Db,PHP,ASP,...

If it doesn't matter to you, you can try with this website www.8m.com , it's free and strong.

Be aware that almost all free web hosting companies will own any domain you register through them. Therefore if you site becomes popular or even profitable, they will own the name.

suspect08, I would strongly recommend contacting a web host with a name that you recognize or is recommended by a member who has earned some trust.

Basically i thought to help the OP by preventing him for going with free host which can be troublesome for him in near future.
