Outlook 2007 Error, WARY strange :)

I am installing Office 2007 on a customers computer and one it is finished all works, except the Outlook.

When I start it up it keeps saying "Office is configuring Outlook Please wait" then it says reboot. I do this a couple times and then i get the attached error happening.

disable any addins you have and run office updates aswell to see if that helps...

Strange, no addins, fresh install, uninstalled all previous Office's and removed from registry, uninstalled virus software to make sure.
