Vista 32-bit to 64-bit

Okay, well I just completed my research and I all my devices have proper drivers for 64 bit. I currently have 32-bit Windows Vista Home Premium OEM bought from TigerDirect. I am ready to make the plunge to 64-bit, and I read somewhere that you can upgrade from a 32-bit license to a 64-bit by just paying S&H and they'll send you a new 64-bit disc. I looked on Microsoft's website and couldn't find this. Does anyone have a link or know if this is in fact possible?

I do not believe that program is available for oem, however see this (http://www.microsoft.com/windows/products/windowsvista/editions/64bit.mspx)
