Program that monitors what programs are taking up bandwidth?

hi,
I was wondering if anyone knows of a program that can monitor all of the programs that are passively accessing the internet on my computer, i've been dealing with some serious network hiccups and need to find out what programs on my computer are taking up bandwidth.

Google wireshark or as it used to be known ethereal. It will allow you to capture the traffic your machine sees. That means if you use a router you can only see traffic sent by or to your machine.
