How to make DOS boot disks
I have Jane's Advanced Tactical Fighters (its an awesome DOS game from like the 90's - I played it as a kid a lot), but I don't have the install guide. When I try launching the game it says I don't have enough conventional memory (it says it needs 420k/b or something), and it says to make a boot disk. So, I need to know how to make the boot disk for it. Could it be made without a floppy? I have a USB flash drive, would that work?

Don't make a boot disk. More trouble than it's worth. Besides which, it's referring to an operation you would have had to perform 15 years ago.
Get DOSBox and run it through that.
