Losing Speed

I own a dell laptop about three years old or so and whenever I go onto the internet I have a strong connection for about 10-15 minutes and then I lose all speed.
It is the most frustrating thing ever.
If I turn my computer off for about 10 mintes then turn it back on, I will get strong internet for 10-15 minutes and just keep repeating the proces and that is what I deal with everyday.
My friend said he came onto this site and you guys were a really big help so please help me.
I am not computer saavy at all so please keep the answers simple and if there's no way to keep it simple please give detailed instructions.

Have you tired clearing your internet activity?

Cache Files, Browser History, Cookies, Address Bar History

As over time these can build up and slow your cpu down.

Have you ran a Spyware program lately?
