Is it a good idea to stop some programs from starting up at the start up to keep the PC from slowing down?
Also, what does sp, service pack mean and do?

If you are short on RAM sure otherwise it most likely will not make any difference. Do be careful which startups you disable though, some are necessary for programs to function correctly.
