Nothing works
I can access any site I want except one. The administrator says its got to be on my end and my isp traffic must be heavy. I have dsl and don't have any problems accessing any sites except this one. I have been going there for a year with no problems and then all of a sudden 3 days ago I start getting "page cannot be displayed". I've tried a lot. I cleaned out cache and history did the repair thing. I can't do scan disk cause it says something is writing in the background. Defrag just stays at 0%. Repair does nothing. I'm obviously not a techie so please understand I don't quite know how to phrase the problem like I should. I will appreciate any help. No one else supposedly is having problems accessing this site but me.

Sounds like their url is in either a cookie blocker program, hosts file, or restricted zone in IE security options, assuming your neighbor can get there (could be local problem so ask a neighbor). Did you add any software, hack, or make any entries the the things I just mentioned about 3 days ago?
Could also be that you have one of those programs, restrictions set, already and the site has changed their server routing that it now is being blocked. Try this....go to the page via your link where the "can't be displayed" error is. Now look in the lower right of your window. Just above your systray where the clock is, should be a samll green and blue ball (the Earth) and the word "Internet". If you see a Red circle with a white dash in it and the term "Restricted sites" then your Internet Options/Security/Restricted Zone/Sites has a url that is causing the block. A site in there will usually load but cookies won't get on your machine and some script stuff doesn't run. The settings in there would cause something run at that site to be blocked, that wasn't blocked in the "Internet" zone. Now if it is "Internet", then it still could be a cookie blocker program or Hosts file thing. Also your ISP may have that site on a not allowed list they recently added it to. Rare, but sometimes that is true. You can ask their tech support to try the site themselves and see if they get on, or is now blocked. Another thing is Zone Alarm if you have it. Recently a site my mom goes to (Bingo or card games) made a change and will not load up with ZA on. This site is no longer allowed becuase I refuse to allow ZA to be shut off. It could also be that somebody has been giving you false info (like that website itself) about something being wrong on their end. It's always somebody elses fault. Perhaps you could tell us what site it is (type in the link, i.e. www.whatever.com). May help us figure out what's wrong.
As for not being able to run Scandisk, that probably won't help you access the site, but is good PC maintenance. Try pressing Ctl and Alt at the same time, and tapping the Delete key. Shut down everything except Explorer and Systray, then run Scandisk. Afterward, try running Defrag in Safe Mode. Should work fine.
