Internet Exployer or Windows Problem?

When I close the internet exployer at the Red X, it stops responding and restarts...Have sent error messages, with no avail.
A couple of days ago I was having problems with my norton, and yahoo messenger, Got help from Yahoo tech and A norton tech, they guided me thru places I never knew existed.Deleting this and that, uninstalling and reinstalling, now I have this problem....Can't figure it out....

Do you have a Fingerprint Reader installed?

I dont know what a fingerprint reader is....Can you tell me how to find out where it is ...if I have one?
