Network limiting program

hello, my computer is working as a gateway between the internet and my network, via ICS. the internet connection is a 56kbps dialup connection, and the network is a 100Mbps. all computers on the network are running Windows XP Pro and have NetLimiter software installed.

the dialup network connection speed is variable (ranging between 49.9kbps to 22.9 kbps), having to update the Netlimiter programs to share bandwidth equally is a major problem.

my question is: is there a program I can install on my gateway that will allow me to throttle the network connection to prevent saturation of the dialup connection?

I think osmonitor monitoring software is better.

I took a look at the OS-Monitor website, and for a product that costs almost $100 it's got a horribly written website. from what I understand about the software, it's an incredibly invasive piece of software designed for a corporate environment. all I'm looking for is a network bandwidth throttler, to allow full access to the internet at a reduced speed (instead of reduced access to the internet at full speed, which is what OSMonitor seems to do)
