hi,

I was wondering if someone could help me i was just wondering if windows 98 second edition was a full operating system or if it was an upgrade to windows 98. It says it has the keycode cd and oem license

oem should be a full version that you can install without an existing os
an upgrade will say up grade you have to have an existing os of earlier verson
they both will have a key code

Windows 98 se is an upgrade for windows 98, and windows me is an upgrade for windows 98se, all have a key code, and as stated by preivous poster you have to have an existing version of the windows os.
