Rise of Nations Rise of Legends functionality

Hey the people.Ive been looking at the game Rise of Nations Rise of Legends lately, and I was wondering if it will still work even if you have no T & L support in your PC. My PCs getting kinda old, but Dawn of War works on it, even though I still need T & L, if I run it in safe mode. Will Rise of Legends do the same?
