Administaion start up and shut down

I'm the only user that is on my computer. and whenenver it boots up and shuts down i'ts always loading and saving settings. Now I was wondering, seeing as how I'm the only user on this computer if there was any way to disable that feature to where It doesn't even show. It seems to take forever for it shutdown and start up and I was wondering if there was a faster way that I could make it happen

That is W2K. The only thing you can do is eliminate some services running. Here is a great page to help you tweak them:
