I need help in finding a solution for an office situation. I have volunteered to help a small municipality to upgrade their computers. They currently have computers that their only means of communication is email. What kind of programs are available where one person can enter data and the other people can retrieve that data and enter more data? (ie: like a pharmacy chain can enter and retrieve data on a individual)

So they just have email and no other internet access?

Sounds like you need some sort of database software that interfaces to email input. Based on a few years worth of listening to database technologies though, email may not be a 'nice' way of interfacing with this database.
