Linux does NOT like to lose power. If you lose power you run a greater risk of losing data and NOT getting the sytem back. Try switching to another terminal using Ctrl+Alt+F1 through F6. THis will bring you to a logon pompt. Login as root and type in:
shutdown now
or
reboot
If the system absolutely refuses to boot, then you'll have to fsck on the drive. THis is kind of like scandisk for Winders, but very different. Linux works in blocks, not clusters. Anyway, it'll scan your drive for missing data, lose data and so forth then try to fix it.

I've never seen that. It's placing you at a prompt?
Is your computer an AT or ATX system? If it's an ATX, then it should support soft power and power the system down automatically. If it's AT then it should be safe at this point to power the system down. The file systems have been unmounted (the most important thing), all services have been stopped and all processes have been killed.

If your computer doesn't turn itself off then you should be safe to shut it down after "shutdown -h now" finishes.
btw I am jealous of your server. I used to have a dual PII 512MB ECC SDRAM 5xSCSI Proliant and it rocked!
Damn motherboard blew one day though completely out of the blue. Salvaged the SCSI and drives, the memory and the CPUs, and the rack but I still miss it lol :(

Okay, i did it and got the command to say
Power Down.
and so i did, then i rebooted and i still got the same thing! the non-GUI login screen flashes on then off. and it won't stop! It like. The monitor is on the login screen, then flashes black...then back to the login screen over and over. Then once i get logged in, i get this blue screen with a gray box in the middle, it has the choice of <Yes> or <No> but i don't see any typing above it. What should i do now? Reinstalling is looking really good right about now.

Did you make a boot disk when you installed?
If so see if you can boot with it.
If you can boot to a command prompt there is hope.
