Can we assume that you're looking for Windows software for your requests?
offline browsing:: although I don't use the offline feature, Mozilla has this feature and is quite good at it I hear.
And when you mention 'watermarking', do you mean graphically, as in a faded background logo or text behind a graphic, or are you looking for digital watermarking that effectively signs the graphic file with extra digital information on the creator?

For the graphic watermarking software: Digimarc (http://www.digimarc.com/) makes a product called Imagebridge (http://www.digimarc.com/products/IMAGEBRIDGE/default.asp) which bolts on to a great number of graphics programs such as Paint Shop Pro, Photoshop, and Corel PhotoPaint.
