You're probably refering to Windows 3.1 which is not NT and needs DOS installed before you can install the Windows program, and yes, it does have 7 floppy disks.
To install it you will need to do the following:
1. Partition the hard disk using FAT16 - NOT FAT32 because the DOS you need and W3.1 cannot see FAT32.
2. Format the partition(s)
3. Install DOS - I recommend MS-DOS 6.21 or 6.22
4. Install all your DOS Device Drivers
5. Install W3.1
This version of Windows is not networkable, for that you need WFWG (Windows for Workgroups) also know as W3.11.

Windows 98 is a File Allocation Table (FAT) system and can use both FAT16 and 32 - the 16 & 32 are the number of bits that it uses in addressing. Windows XP can run in a FAT32 or NTFS environment.
You can use the W98 Startup Disk to partition the disk with FAT16 parameters, but first you'll need to use FDISK to remove any and all partitions that are currently on it, then you'll need to create the FAT16 partitions and the only ways you can tell whether you're in the FAT 16 or 32 mode with FDISK is to say NO to Large Disk Support for FAT16 and YES for FAT32. Also if you can create a partition larger than 2gig, you're using FAT32 (FDISK only allows 2gigs for FAT16).
