Linking 2 computers

I am trying to network a laptop to a desktop and cannot get the two to see each other.
Op sys is Win 98
I have set them both with the same "workgroup" name.
I have set the IP address as 10.10.10.10 and 10.10.10.11 and both have submask 255.255.255.0.
What client logon do I need to use ?
When I go into netwrok neighbourhood it states" the network is not available"

I can ping the other computer and it does reply ? so the connection is there.

Is there a dummied step x step guide for this ?
