On start up?

right i am new to all this and i need your help? after starting my PC (Windows 98) i get theis error message come up ...
cannot import C:\WINDOWS\KAK.REG: Error opening the file there may be a disk or file
system error?

Can you help i have run scandisk and de-fag the drive and run a virus checker but with with no luck? please please help me
