Computer sometimes does not shut down

My computer sometimes does not shut down, i go to start menu then select shut down and select shut down. When the computer starts to shut down it comes on with the windows 98 shut down screen. Sometimes the screen will stay on for hours and still wont go off, so i end up having to switch it off at the plug.
Why is this?
My computer has Windows 98 SE
56.0 RAM
AMD-K6 500 MHz processor
can ne1 help me with this problem?
