start up error

At start-up, error message stating a required dll file C:windows.ooo/system/CRTDLL.DLL was not found.
I connot even download new anti virus software, because it wont create a backup file, I dont know how my nephew deleted this file but I need to get it back in order for windows to run right.... I have tried to re-install windows from cd, but it stops at creating a backup...any help would be greatly appreciated.

Follow the instructions here for using System File Checker (sfc) and extract the CRTDLL.DLL file to the C:\windows.000\system directory.

thanks for your speedy reply, But now I cannot for some reason use my back slash. it comes up as é why is it that all his punctuation keys are screwed up

Open Control Panel, then open Keyboard and click on Language tab. Do you happen to have French (Canadian) as one of the language options and perhaps even set as the default language? If so, and you don't require this language option, click on it in the Language field, then click on Remove. What you should probably have in the Language field and as default is one of the English (country of choice) options.
