How do I set the bio's to accept a second hard drive?

Never seen one like this

I've installed alot of second drives but never seen one like this. The master hard drive that's in the pc states on the top:

MASTER CD IN SLAVE CD OUT

CABLE SELECT OPTION: ACTIVE
CS IN

FLBCKME

There are no jumpers set on it.

The second hard drive that I'm trying to install has the jumpers set to be slave, I have it connected to the middle of the ribbon and I have a power plug connected but the pc does not see it. What am I doing wrong?
