Not necessarily, dayday. Do you have the WIN95 install CD and do you have a WIN98 startup disk, or a WIN95 startup disk that has been customized with CDROM drivers on it? If not, go here (http://bootdisk.com/bootdisk.htm) and click on the link for Windows 98 SE OEM, and d/load it to your hard drive. Then put a formatted floppy disk in the drive and double-click on the file that you d/loaded in order to create a WIN98 startup disk. Boot your computer from the WIN98 startup disk, choosing to start WITH CDROM SUPPORT. If the generic drivers on the startup floppy disk will work with your CDROM drive (and they work with most), you'll see a line, just above the A: prompt, that says:
Drive x: = Driver MSCD001 unit 0
(where the x will be replaced by the actual drive letter for your CDROM for this session).
If you see this line, you're good to go to install WIN95 from the install CD. Put the CD in the CDROM drive, then key in:
setup
<ENTER>

You now have an empty disk. Is your W95 Installation on CD or Floppies?
If it's floppies, then Floppy Disk #1 should be bootable and you just follow instructions and keep feeding the floppies as it asks for them.
If it's on CD, then start with a W98 Startup Disk, which has CD-ROM Drivers and at the A prompt, type SETUP and hit ENTER to start the process rolling.
There are tutorials on this site to help you in the details of installing your OS.
