My brother's PC does not boot. it only displays a message saying "not ready reading drive c:. he accidentally inserted a rescue disk of win 98. after that, the pc won't proceed opening without the rescue disk of win 98. when he inserted the win 95 startup disk, it won't read the disk. it would display a message "replace non-system disk". when the disk was withdrawn another message "replace disk I/O error" appeared. what can he do?

The 'Not ready reading drive C' error would seem to indicate that the PC is not recognizing the hard drive. You could try going into the BIOS and re-detecting the hard drive(s). If the hard drive is not found, check the power and data connections to the drive and motherboard.

He may also have a bad Win95 boot disk See the main page on this site for a site where you can download another one. Use a clean floppy on the download
