dwwin.exe

Is this file a win98se file or not? On my winxp it is located at C:\windows\system32 ok that tells me it's a system file. However on my wifes win98se box this file is not there, anywhere? Now the prob. My brother brought his win98se box over to compare notes & he has an error when booting up that states; "can't find dwwin.exe" then shuts down the box. On reboot the message same but boots into win98? *** is dwwin.exe for anyway?
