Do you mean that he can connect to the internet by using the messenger, but his regular dial up will not do the job?

To repair Internet Explorer go to Start / Settings / Control Panel / Add/Remove Programs / highlight Microsoft Internet Explorer and then click the Add/Remove button. A window will pop up with three options. Select Repair Internet Explorer and then click OK. By doing this you will basically reload IE. After doing this, it would be a good idea to run scandisk and then run defrag.

If the Internet Explorer Repair Tool Verification does not work, or if Internet Explorer 5 is not listed in the Add/Remove Programs tool in Control Panel, you may be able to start the Internet Explorer Repair tool from a command prompt:
Click Start, and then click Run.

In the Open box, type the following command, and then click OK:
rundll32 setupwbv.dll,IE5Maintenance "C:\Program Files\Internet Explorer\Setup\SETUP.EXE" /g "C:\WINDOWS\IE Uninstall Log.Txt"
NOTE: This command is case sensitive.

If you need to replace a bad file from the original Internet Explorer or Windows media, use either the System File Checker (SFC) tool.

To start System File Checker, follow these steps:

Click Start, point to Programs, point to Accessories, point to System Tools, click System Information, and then click System File Checker on the Tools menu.

Click one of the following options:

Scan For Altered Files
Extract One File From Installation Disk

NOTE: If you click Extract One File From Installation Disk, you can specify the file you want to extract.

Click Settings, choose the configuration you want to use in System File Checker Settings, click OK, and then click Start.
