You gotta help

My computer is messed up, It says I have -3% system resources, I have 312 MB of ram, I have nearly no programs running at start up. When ever this happens every thing starts to look bold, and out of place, and icons are represented my 6's, I don't understand, I am almost not able to write this. please help :confused: :( :( :(
